I checked with Black Dog Plant Director, Tom Fallgren, regarding access to the 
refuge overlook on the west lake. Here is Tom's reply: 

"They can access that area any time. No need to even call. Parking should be 
available by the 35w side or from the east near the plant (suggest along the 
guardrail by the river). When there if you need us to run a front end loader to 
smooth out the path let us know. Our change in flow this year with cedar gate 
out will likely keep the west side more open." 

So gull viewing from the overlook is probably the best bet for now. I will meet 
with Tom next week to work out details of future access to the causeway viewing 
area by the power plant. I'll keep everyone posted. Please don't find anything 
too exciting until I return from SD.
