I can say this much. Cardinals have been recorded just a few times on the Baudette, Roseau, and I-Falls CBCs--I'll be they're there all the time, but harder to detect in winter when they aren't singing. Cardinals are regularly found in Grand Marais. Here in Grand Rapids (which is north of Duluth at least), cardinals have been almost easy to find in recent years. I have as many as 3 individuals visiting my feeders regularly.
I think you could call Northern Cardinal a regular "large"-town bird along the border.
