Check the US Fish and Wildlife Service's The Feather Atlas
http://www.lab.fws.gov/featheratlas/index.php If you can't find the feather
there, use the Contacts button on the upper right part of the page to ask
your question.  Someone there will send you a reply.  I had to go that route
back in August after I found a Common Pauraque feather on a field trip at
the Mitchell Lake Audubon Center http://www.tx.audubon.org/Mitchell.html  A
TexBirds recipient referred me to The Feather Atlas after I posted my RFI.

My best guess is Long-eared Owl.  I welcome any input.
