At about 11 AM Saturday, I found 3 Surf Scoters on the Mississippi River in Winona. Take Prairie Island Drive to the road to McNally Landing. Don't take the road. Instead, walk the dike to the spillway. Above the spillway about 1/2 way across the river, there is a manmade island. You will say a "mouth" of water leading into the island. Just to the left of the mouth were the three scoters. A Pied-billed Grebe and Bufflehead were also nearby. A scope is necessary.
