I agree with Mr. Hawkins.  Placating this fellow will not 
make him go away, and sooner or later, he will hurt some unsuspecting 
passer-by, or himself.  This man's actions are dangerous and often illegal.  
The remedy is to report every single incident to the law enforcement, and to 
follow up by pressing charges where appropriate.  A restraining order might be 
effective too, but I'm not familiar with applicable state law.           It 
might be worthwhile to contact the man's family, but I suspect that he's long 
since broken ties with any family members. Contacting the Veteran's 
Administration might be fruitful, too, but only if he decides to cooperate with 
them.        This man's activities ought not to be tolerated.  It's not fair to 
the community at large, and it's especially not fair to the inevitable innocent 
person he hurts someday.Responsibility lies with law enforcement, but they need 
the community's help in reporting, in prosecuting, and, if necessary, in 
testifying in court.  Simply avoiding public roads near this man's home gives 
him carte blanche to continue his reign of terror.
