I would suggest that if an adequate fee increase does not materialize in this session, that a bill for some voluntary opportunity to purchase an endorsement or stamp for these projects be attempted; I buy all sorts of stuff I don't need for one thing or another I care about when I purchase my licenses. Get what you can and keep on plugging.
