Although the colouration is certainly intriguing, in the second photo it 
appears as though four primaries project beyond the tertials and P8 projects 
past the tail, which more or less rules out Pacific. I wasn't able to get a 
larger view of the image to be sure of that. The legs also appear on the short 
side for Pacific...
