I was able to view the bird from the side of the road (not on private property). GPS coordinates lat 44.7865 long -92.9736. I have birded this area at these coordinates dozens of times with no issues. I have previously spoken to multiple police officers as well and there is no concern from them in viewing the gravel pit from this area as this is within the right of way.
