I looked at the Constraint Extension Tutorial and found that it discussed implementing propagators in C++.  I was hoping to be able to specify constraints and implement propagators within Oz/Mozart itself.

Please be more precise.  Do you want to implement constraints in Oz, or
in a C/C++ extension?
