I had a look to http://www.rubyonrails.org/ , and there is nothing like
that in Oz that I'm aware of. But AFAIK, somebody already developed a
library to interface Mozart to MySQL or PostgreSQL, I can't remember
which one. There is also a Mogul package to generate HTML documentation
from oz code

There is also a simple HTTP server here

maybe you would like to have a look at that if you want to start
developing "Oz on Rails", which would certainly be a cool thing to have.
2. Is Oz still under development, there's no new version since July 2004
(unless I've missed something) ?
Yes, Oz is under development. We are planning a new release with
bug-fixes very soon, Mozart 1.3.2. In parallel, there also development
in distribution and constraint programming. But those results will be
for future releases.
