I second this.  We really should make more use of mogul.  In an ideal
world libraries such as this would first live in mogul a while, where
they can be easily used, extended, rewritten(!), until they are
considered useful and stable enough to move into the Standard Library.
E.g., the xml handling libraries were first mogul libraries then moved
to the standard library.

The two main advantages of having a library in the standard library
are that it will be maintained as part of mozart (and so should
continue to be compatible with future mozart releases) and are
(usually) automatically available in mozart installations.

One big disavantage is that the standard library is usually only
re-released when we release new versions of mozart,  which discourages
people from contributing to them ...
