Do you imply that projects hosted at SF are often less maintained / less developing than Mozart does right now? Many of these projects appear to be very healthy.

IMO from being hosted at a university like it is now: that would
show that there are people who care enough about it to commit the
resources to host it.

Hm. Perhaps the 'frozen' state of the Mozart website is an indication that a university does indeed not have the resources or infrastructure to allows for a community development which is not centralised in a certain city.
