PSM2 can be built in at least two ways on Unix.

Note that for MOZ_NSS_AUTOCONF=1 to really work, you'll have to update
your tree with it in effect. This will pull a different tag for the
nss stuff (one with autoconf, obviously). But I don't know if this is
expected to work with the 0.9 branch ...
If you have that, I think
configure
make
configure --enable-modules=psm2
make
is the more appropriate thing to do.
