It would be way better to be able to just use GnuPG (or maybe PGP). This would save us a lot of work to get PGP running in Mozilla. The Mailnews UI could still be the same for S/MIME and PGP. We could even implement a GnuPG key management UI in PSM - GnuPG explicitly allows that and there are lots of such implementations. I don't think there are license issues either, apart from that fact you may not use GnuPG *itself* under the MPL, but the GPL.
