You can indeed decrypt the message outside of mozilla. The data saved is quite standard s/mime. I in fact have a Python script which does exactly this (reads in an .eml from netscape and decrypts and also checks the signature on the email). I am using the POW module with additions I have written to it to do the pkcs7 (s/mime) handling. I would be happy to direct you further on how to accomplish what you're after.
