I believe this falls under the BS line of answers. But let me take a look at the more important points:

I replied to him telling him how I also use Charles Schwab a US site with 128 bit encryption and frames with no problem at all.
The Hargreaves Lansdown site (when I use IE) runs a ticker within one of the frames which may be the OS dependant bits. My belief is that it is
only a javascript issue and they are too lazy to write it properly.
I have modified my Mozilla to report itself as Netscape 6 anyway. This is what the web site sees. Mozilla/5.0 (Windows;) Netscape6/6.2.1
