Can anyone tell me if there is a commandline option to launch the Manage CRLs dialog in Mozilla?

G'day,
I am looking for some clarification on CRL/Certificate management in Mozilla 1.4/NS7.1...
How come there is not an option to simply import a CRL in the Manage CRL window??[Preferences/Privacy & Security/Validation/Manage CRLs]
I can paste a HTTP based CRL uri into the browser and then get the CRL Management dialog where I set how often I want it to update which is great, but if I use an LDAP uri I get prompted with Microsoft's (I am running on a Win2K OS) Addressbook (wab.exe) as the helper application - how do I get rid of @[EMAIL PROTECTED] wab and use Mozilla CRL management for LDAP based CRLs?
US Govt has 3Mil users with LDAP based CDP uri's - how can we accomodate them?
When importing certificates, it would appear that certs stored in binary do not work, only pem or base64 encoded certs seem to be able to be imported. Is this correct?
Why is there no option to export "Other" certs in the Manage Certificate interface???
Confused,
