Mozilla correctly encrypts with 2k-bit keys, and longer. It interoperates with other S/MIME capable email programs with keys of that size.
When you decrypt a PKCS1 message and get bad padding, this nearly always indicates that the wrong key was used to decrypt. It may also mean that the decryption implementation doesn't handle 2k bit keys.
