NSS 3.9 is now available via anonymous ftp from
ftp://ftp.mozilla.org/pub/mozilla.org/security/nss/releases/NSS_3_9_RTM/.
The cvs tag is NSS_3_9_RTM.

NSS 3.9 requires NSPR 4.4.1, which is available
via anonymous ftp from
ftp://ftp.mozilla.org/pub/mozilla.org/nspr/releases/v4.4.1/.

Note: if the ftp server is not responding, replace
"ftp://"; by "http://"; in the above URLs.

NSS 3.9 is an important release in that it passes
all the NISCC SSL/TLS and S/MIME tests (1.6 million
test cases of invalid input data) without crashes
or memory leaks. We recommend all NSS customers
upgrade to NSS 3.9 in the next release of your
product.

I am still working on the release notes. You can
find the draft at
http://www.mozilla.org/projects/security/pki/nss/nss-3.9/nss-3.9-release-notes.html.
The NSS 3.9 Plan also has information on the new
features in NSS 3.9:
http://www.mozilla.org/projects/security/pki/nss/nss-3.9/nss-3.9-plan.html.

NSPR 4.4.1 Release Notes can be found at
http://www.mozilla.org/projects/nspr/release-notes/nspr441.html.
