The Certificate Management System is now, once again, a Netscape branded server product, and is being sold and supported by AOL, along with Netscape Enterprise Server (web server) and Netscape Directory Server, if I'm not mistaken. See http://enterprise.netscape.com/ for info. AFAIK, support (beyond what is available on the web site) is only available to paid licensees.
Those products are not mozilla products and are not open source products, which is the main reason I wrote that they were OT here. If a CMS user has a question about the NSS and JSS parts of CMS, those questions would probably be on topic.
