Yes, it is.  Note that we strongly recommend
that NSS customers use NSS as shared libraries
(DLLs).  We do not officially support using
NSS as static libraries (because our QA
certification does not test that), but it
should work.  In fact, some of the test
programs under mozilla/security/nss/cmd
are linked with NSS static libraries.
