I suggest that you look at these Identifiers in the LXR
(http://lxr.mozilla.org/security/):

SECKEYRSAPublicKey
SECKEY_RSAPublicKeyTemplate
SEC_ASN1EncodeItem

I have not done this so if you solve the problem, please share.
