tools -> account settings -> security (on any accounts listed) -> manage certificates -> authorities -> import -> cacert.crt
D'oh! I don't know how I missed this. I guess I was prepped by previous messages not to expect this to be present.
So what's all the fuss about then? AFAICT Thunderbird appears to have essentially the same capabilities for cert management as Mozilla.
