Because you may have installed support for a smart card inside Mozilla if that smart card supports pkcs#11, then accesses to the certs on it will trigger the same dialog, and you will certainly lock a smartcard if you try too many bad pins.
Yeah, that's why it says "may" and not "will". The same dialog is used
with hardware tokens (where it almost certainly will) and software token emulators (where it generally will not).
