What I meant by that was that with other character sets, certain characters
are more similar than others and each society will have differing levels of
similarity.  But you are right it ultimately boild down to perception (even
if perception is different between societies).

I'm purposefully trying not to go down the road of actually stating how
similar these rules would have to be, since to me IBM and BMI could never be
mistaken, but to a dyslexic that may not be the case.  All I'm saying is
that imho this is the place to do it, because doing it with certs only
addresses a slice of the phishing pie (HTTPS).

By post-hoc do you mean after the site has been identified as fraudulent?
