FYI, so do both of the ASN.1 decoders in NSS (classic and QuickDER).
I might add that QuickDER didn't even need a single fix to pass that test suite - it just worked :) The much more complex classic decoder had to have several fixes made to it a few years ago to pass NISCC .
asn1c did not have to be modified to pass NISCC either.
Moreover, the asn1c has had the functionality of NSS's classic BER decoders from the very beginning, which didn't make passing NISCC tests easier, naturally :)
