Looks like there's some confusion in the iplanet Directory Programmers guide
JNDI section when it comes to environmental variables.
"java.naming.referral" is the same as Context.referral and can only be set
to "follow" "throw" and "ignore"
"java.naming.ldap.referral.limit" is where the number of chained referrals
is to be configured.
It also appears that I can't control the number of referrals I should follow
because of this error with "java.naming.ldap.referral.limit"
