I've experienced this problem with iPlanet 4.x and interestingly the
problem didn't occur for me when I upgraded to iPlanet 5.x. (This
happened to me on a WinNT system.)

One suggestion I might try if you are absolutely unable to get the
console to launch (and you happen to know that it "used" to work) is
also to try installing the iPlanet Console (just the GUI client not
the server) onto another machine, such as on a WinNT workstation or
server and then connect to it remotely and see if that works. I've
actually encountered a situation where it would connect remotely but
would time out locally!

Another suggestion would be to try to create another LDAP server
instance and see if you can open THAT one up. This way you'll know if
the problem is specific to just that LDAP server instance.

Two very important other questions to consider:
Any recent changes to the server's IP address?
Is the hostname of the LDAP server resolvable in DNS?
