However, this attribute is, as I understand it, not replicated, and 
therfore would require that it be set at each server, master and slaves, 
individually.

Further, it is an operational attribute and managed by the individule 
servers, and calculated by some algorithim.

Something like (PasswordmodificationTime + TimeTillPasswordNeedsChanged)

Is there not some way to not have the passwords expire without having to 
  program around the server logic?

eDirectory for instance, has an attribute that can be set for password 
never expires.
