not sure if i'm adding these comments to the right palce in the thread but:
i don't like quality living under documents.  it doesn't seem logical 
that quality is a kind of documentaion.  it is more of a project than it 
is a document.  i don't like it under projects either since it spans 
projects.  i think it belongs at the same level as projects and docs or 
(my second choice) in the projects directory.
