this is exactly what HTML 4.01 Strict with a site-wide style sheet should
achieve. We don't need DocBook to get this (very laudable) goal.

HTML 4.01 Strict is designed for exactly the problem you are stating, and
has the added bonus that it renders readably, if not prettily, in legacy
browsers.
