Directions specifically for using cvs should go under
/contribute/tools/cvs, along with the info for all the
other tools.

Both the site and the code currently use CVS, Bugzilla, and
Bonsai. The site is changing to Zope, but that won't preclude
the use of Bugzilla for various mozilla.org issues.

Tools can cross the boundaries laid down under /contribute--
this is why they're factored out into /contribute/tools.
CVS should not be a special exception.
