I don't agree; how else do Members tread the path to becoming Contributors? The plan 
has always been that Members should be able to create documents in their own folders, 
and submit them for Review. Once approved, the Revewier, in consultation with the 
Member, may move them into the main site, or publish them in-place.

Obviously, I agree Members should not be able to create content outside their folders 
or publish unreviewed.
