Well, I like the structure, more or less. But essentially you're duplicating the whole site to make it navigable - which is exactly the problem. A meaningful structure like this really has to be applied to the whole site. Then, if you add /just one/ meaningful common navigation element, which the site currently lacks, you don't need a separate catalog - the information finds you. So forget the /catalog bit.
