How do I check in documentation?

I got this e-mail today, and told Leston I would help in whatever way possible. My question is, how do I get this checked in?

This deals with the README file. Much work was done to update and reformat it, but it's never gotten checked in. Any help you could provide to get this checked in would be appreciated.
