Right. Sorry, Brant. I get you now. We couldn't do this in the (fairly) straightforward way we handle the empty search request, because this latter is handled by the RDF APIs, where the former is page-to-page linking. We could figure it out, though.
But also: I don't know if we want that level of granularity on the install, to be honest. I think that if you get the Navigator component, then you get its Help--and that further forking into component-but-not-help or vice versa would make the install step too involved.

That's what emptysearchlink and emptysearchtext are for. You can throw up a message if the topic is not found, and the message can link to some other page:

That appears to be for the search tab only. Here is what I am thinking:
I understand the Navigator so I don't install its help.
I install the help content for Mail and Newsgroups.
The help content for Mail and Newsgroups references the Navigator's plugin blocking section.
What happens when that link is clicked?
