I don't see there's any point in filing a bug... it'll just sit there for 3 years and then someone will come across it after the page has been completely changed with no reference to the bug and close it...
"The release notes aren't very helpful to users. Here's a mockup of an improved layout" is a very sensible bug. For example, the release notes were recently split up into sections, as a result of people saying that the one big page format sucked.
