What a ridiculous, arbitrary, rule. Some queries are relevant to more than one group (and may be general) which is why crossposting exists.

Usually crossposting is fine as long as the groups chosen are all relevant to the query and they're not excessive (if you've chosen more than half a dozen newsgroups then you *may* want to rethink your choices).

This can be a good idea but could cause a problem if the chosen newsgroup is not available to other interested parties (whether for supplying an answer, or so that the answer can be shared). So instead of "always set", read that as "consider setting".
