the item "is a command that requires additional information to complete its
execution". Normally this means that there is a dialog with an "OK" or
similar to action the command. Items that bring up modeless informational
dialogs do not get the ellipsis. Similarly "Properties" and "Read Mail" in
Explorer do not show a dialog which has to be answered to perform the
action. It starts to get a bit inconsistent here as "Internet Options" gets
an ellipsis.
