There is now a new keyword, "intl", which you can use in Bugzilla. The
definition given is as follows:

"Use this keyword for any bug related to international issues. The
keyword should be used when designating any international bugs other
than the localizability bugs, marked by 'l12y'. The component name
"internationalization" is used for i18n engineering bugs only and so it
will constitute a sub-category of 'intl'. The 'intl' may also include
those bugs that are not assigned to 'internationalization", e.g. layout,
UI, browser, and other components, but have substantial international
implication so that they can be monitored easily by those concerned
about international issues."

This keyword will be especially useful in marking those bugs not
assigned to anyone in i18n or l10n engineering components but assigned
to other components. These bugs nonetheless may possess significant
international implication and therefore must be monitored by those of us
interested in international issue
