Yes it does -- the cell probably changed to the color you picked just 
fine. The problem is that the cell selection hides this new color -- 
click away and you will see the color set. We have a bug to change how a 
cell is selected so this won't happen any more (26831).
If your caret is inside a cell, you can also changed the cell background 
color using the background color (lower right square) color picker on 
the toolbar. When that is used, cell is not selected and color shows 
immeditalely.

When that sentence is visible in the dialog, it means a color has not 
been set yet for that cell.
