This is correct; you can only bring up an editor in XUL right now.
We are working on making editor more embeddable. Our immediate
goals are to be able to embed editor in an app with native UI,
but a longer-term goal is to provide some kind of HTMLArea-like
functionality.

You should have really asked this on the 
netscape.public.mozilla.editor, so I'm following up there.
