Since we can't tell what was an entity, and what wasn't, after a document was loaded into composer, I think it was decided that we would write out " instead of " since it left the HTML content easier to read. We do however convert all " chars embedded in tag attribute values to ".Some authors use the character entity reference """ to encode instances of the double quote mark (") since that character may be used to delimit attribute values.
Not sure what you mean when you say mozilla does not pick it up? I just whipped up a quick html test and the browser displayed both " and " just fine.
