I have a plan, and unless anyone strenuously objects, I plan on 
executing it. The plan is to

* Get rid of the giant preferences panel headers.

Every other piece of software that I can think of that has a multipane 
preferences dialog similar to ours (Opera, Internet Explorer Macintosh, 
Microsoft Word 2.0, Macromedia Dreamweaver etc) simply rely on selection 
in the category tree as an indication of what is selected.

Wins:
- more vertical space (although this may allow me to widen the category 
list slightly and shrink vertically, so don't bet on an abundance)
- less clutter

Landing plan:
- The Safe Way: I plan simply set display: none for the header box 
binding, and then systematically remove the XUL from every panel.

Comments? Some of my .9.3 bugs are contingent on doing this, so I'd like 
to produce this patch within the next 2-3 weeks.
