Bug <http://bugzilla.mozilla.org/show_bug.cgi?id=54802> is about adding 
clipboard functions to the toolbar. To create space for it, we need to 
throw other options out or reorganize the toolbars. Read back the (few) 
comments on the bug.

My comments:
My opinion is that 3 toolbars will helplessly overwelm the newbie and 
make the product less usable even for occasional experienced users (like 
myself).

I suggest to throw out

    * HLine
    * Anchor
      This is comfortably accessible via the Link dialog and headers or
      Insert|Named Anchor...
      BTW: This removes the ambiguity of the Anchor button: For me, a
      link is an anchor - after all, it's the <a> (for anchor) element.
      I am always confused about which button to use.
    * Table (maybe)
      It is surely a very useful function, but how often is it used?
      Isn't Insert|Table... enough?
    * Print
      The user is creating a webpage. A "Publish" button would be more
      appropriate (although I know about the difficulties of such a
      function.)

So, we'd have:
New Open Save Browse | Copy Cut Paste | Image Link
