Thanks for that. It gives me hope. However, so far, I have been notYou're quite right. I tried it and it no longer works for me either. Not only is userHTMLBindings.xml not being picked up, but even editing platformHTMLBindings.xml directly doesn't cause the new bindings to work. The bindings that are distributed in that file (which, on Unix, includes the emacs-style bindings, but that doesn't help you on Windows) are working, but if you edit the file, your changes aren't seen the next time you run mozilla. It's as though those keybinding files are stored somewhere else (compiled into the program or into a jar file) and the fact that they're also sitting in res/builtins is a complete red herring.

I have no idea what's going on or when this regressed. Please file a bug in bugzilla (there's a component for key bindings -- let it assign to the default owner) and cc me.
Basically, what this means is that until this is fixed or someone finds a workaround, there's no longer any way to make custom key bindings in mozilla. :-(
