[RFE] Visual Form editor

I have looked in bugzilla and it returns nothing so am probably looking 
in the wrong place, if this has been talked about before sory for this, 
if not is it a possibility and where in bugzilla do I file the RFE.

I have seen many people trying to develop HTML forms and giving up and 
returning to Visual basic because layout is just too much trouble.

What I would like and am sure would help a lot is a visual tab in Editor 
that allows the components of a form or any page for that matter to be 
dragged to any location on the screen and then when done produce the 
appropriate styles and Divs etc. to keep as close to the layout as possible.
