There is NaturalDocs <http://sourceforge.net/projects/naturaldocs/> (or <http://naturaldocs.org>).
In my Mozilla extensions, I use a terse documentation style that could be used as a basis for a specific JavaScript documentation application, written itself as a Mozilla extension, with a nice XUL interface.
But I need collaboration to develop it. Are you volunteer?
