xterm has had some level of support for plane 1 since some time. But I don't know how it works beyond some hack for bitmap fonts.
See this :

but when I try to type in, say, the text composer for mail and news, I get nothing - not even question marks or boxes or spaces.
But if I try to delete a Shavian character, instead of deleting the character, it changes into a box containing "fffd", the Unicode replacement character.
To me, all this screams editor having some preconceptions that one PRUnichar == one character (which is not the case for plane 1, since PRUnichars give you a UTF-16 encoding of the string).
The second part is bug 237585.
But the bug only coverts the delete part of the thing.
It seems there a need for an additional bug for the composition problems. If someone creates it, it would be good to add some doc about how exactly to configure the keyboard to reproduce.
