It sounds like what you want is an editor with a different UI from
Composer, which doesn't offer those buttons at all.
For most people, having a lot of buttons visible and clickable that
do nothing really would be more frustrating than useful. Most
people, when they click a button marked "center", actually want
to see their text centered. I'm sure you can imagine how many
bugs would be filed if the buttons were changed to do nothing.

I agree with your entire statement. For those of us who must use
external style sheets a preference setting would be nice.
